Has an educational background in law and economics. Has many years of experience as a member of tax inspection and tax administration authorities. He is a qualified tax auditor and has experience conducting tax inspections of business entities. For several years he was an assistant to the director of the Tax Administration Department in the Ministry of Finance, supervising the work of tax offices and chambers.  

A member of the State Tax Consulting Examination Commission.
